In order for one to feel guilty, one must be taught shame. In order for shame to be taught, a culture must emerge which defines certain acts as “shameful.” Shame, guilt and the illusion that certain acts fall within this category has largely been the workings of the church and the political power at the time. One can draw a direct line between the faith held in government and the rise or decline in moral and ethical values held within society. Low faith means more crime, even when opportunities are presented to citizens, one will chose an immoral act because they view the government as incompetent and feel as though they will get away with the immoral act.
